Elisha Mitchell was born about 1808 in Harford County, Maryland. He was the eighth of ten children born to Ann and Elijah Mitchell.

Elisha married Eliza Gilbert, daughter of Jacob Gilbert?, of Harford County on March 22, 1832.
They had five children:

Elisha and Eliza Mitchell sold their property in Harford County in 1858 and moved their family to Baltimore City. Elisha Mitchell is in the 1860 Census listed as a storekeeper living in the 7th ward of the city, living at the corner of McElderry and Caroline streets. Elisha Mitchell died on January 26, 1869 in Baltimore. Eliza Gilbert died on August 9, 1878. Both are buried at Baltimore Cemetery.
